GCAA on Top of Gas Tax Losses

Jan. 23, 2023 – Georgia Construction Aggregate Association Executive Director Jeff Wansley said that GDoT Commissioner Russell McMurry testified before the House Appropriations Transportation Subcommittee. He confirmed that the Governor’s budget recommendations included funds to cover all the income lost while the state’s motor fuel tax was suspended for nine months. Committee Chair Clay Pirkle (R-Ashburn) noted that legislators had been promised that would be the case, but still, he said it was a great relief to see it in writing in the budget documents. In response to a question from Rep. Billy Mitchell (D-Stone Mountain), McMurry did express concern with future losses in motor fuel taxes due to electric vehicles and especially hybrids. The wide-spread use of hybrid vehicles is raising the threat of reduced motor fuel revenues more quickly than expected. McMurry was especially concerned about how to make up the loss realized when out-of-state vehicles pass through Georgia without stopping for gas.
