Jan. 7, 2022 – The California Construction and Industrial Materials Association (CalCIMA) said that State Transportation Agency Secretary David Kim will step down on Jan. 14. Elissa Konove, a keynote speaker at the 2019 CalCIMA Education Conference, will be the acting secretary. Meanwhile, Gov. Gavin Newsom announced that Mike Keever will be the new deputy director of Caltrans. Keever has served extensively in project delivery and bridge construction capacities. The governor also selected Tony Dang to be the new deputy director for sustainability at Caltrans. He has worked in the Sustainability Program at Caltrans the past few years and, prior to that, led California Walks. Caltrans also recently published updates to its Construction Manual that incorporate several recent specification and policy changes. These include that asphalt job mix formulas (JMF) are now valid for two years. It also includes a new form for contractors to document recycled materials used on a project. It is form CEM 4403 “Recycled Materials Report.”
