Aggregates Production Declines Again in First Quarter

The estimated U.S. output of construction aggregates produced and shipped for consumption in the first quarter of 2025 was 430 million metric tons (Mt), a decrease of 6% when compared with that of the same period of 2024, according to Jason Christopher Willett, commodity specialist, National Minerals Information Center, U.S. Geological Survey (USGS).

This marks the fifth straight quarter of declines in aggregates production.

The estimated production-for-consumption of construction aggregates in the first quarter of 2025 decreased in all of the nine geographic divisions when compared with that sold or used in the first quarter of 2024. Production-for-consumption decreased in 32 of the 40 states for which estimates were made. 

The five leading states were, in descending order of production-for-consumption, Texas, California, Florida, North Carolina and Missouri. Their combined total production-for-consumption was 152 Mt, a decreased of 5% when compared with that of the same period of 2024.

An estimated 273 million Mt of crushed stone was produced and shipped for consumption in the United States in the first quarter of 2025, a decrease of 6% when compared with that of the same period of 2024.

The estimated production-for-consumption of crushed stone in the first quarter of 2025 decreased in all of the nine geographic divisions when compared with that sold or used in the first quarter of 2024. Production-for-consumption decreased in 38 of the 46 states for which estimates were made.

The five leading states were, in descending order of production-for-consumption, Texas, Florida, North Carolina, Missouri and Pennsylvania. Their combined total production-for-consumption was 108 Mt, a decrease of 5% when compared with that of the same period of 2024.

The estimated U.S. output of construction sand and gravel produced and shipped for consumption in the first quarter of 2025 was 156 Mt, a decrease of 5% when compared with that of the same period of 2024.

The estimated production-for-consumption of construction sand and gravel in the first quarter of 2025 decreased from that of first quarter 2024 in all of the nine geographic divisions. Production-for-consumption decreased in 32 of the 42 states for which estimates were made. 

The five leading states were, in descending order of production-for-consumption, Texas, California, Arizona, Washington and Florida. Their combined total production-for-consumption was 64.0 Mt, a decreased of 4% when compared with that of the same period of 2024.

Shipments of portland and blended cement decreased by 8% in the first quarter of 2025 compared with the first quarter of 2024. This information was obtained from the USGS monthly survey of U.S. cement producers.

The above estimates are based on information reported to the U.S. Geological Survey (USGS) on its quarterly sample survey by construction aggregates producers.
