
The Pennsylvania Aggregates and Concrete Association (PACA) announced that Rep. Seth Grove will succeed Peter T. Vlahos as president and CEO. Grove will serve as the association’s vice president until Dec. 1, 2026, when he assumes the role. Vlahos will remain with the association until November 2026 to support the transition.
Grove brings a wealth of experience in public policy and leadership to PACA. As a state representative, he strongly advocates for economic development and infrastructure investment in Pennsylvania. His expertise in legislative affairs and industry-related issues makes him well-suited to lead PACA into its next chapter.
“PACA is fortunate to have Seth Grove at the helm as we continue to advance the interests of Pennsylvania’s aggregates, concrete and cement industries,” said Jamie Stilley, PACA board chairperson. “His leadership and policy experience will be invaluable in strengthening our industry’s role in the state’s economy.”
Stilley also praised Vlahos’ contributions, noting his dedicated service and impact on the association. “Peter’s leadership has been instrumental in PACA’s growth and success. We are grateful for his years of commitment and look forward to his continued guidance during the transition.”
Grove expressed enthusiasm about joining PACA, stating, “I am honored to step into this role and build on the strong foundation that Peter has established. I look forward to working with the staff, board, members and industry partners to drive innovation and advocacy for the construction materials sector.”
