RFTR HighwayBill 400Nov. 1, 2015 – This week, the U.S. House of Representatives is expected to consider its version of a six-year highway bill, the Surface Transportation Reform and Reauthorization Act, H.R. 3763. The Rules Committee will wade through 250 amendments, deciding which will get called up and which won’t be allowed. Also, the U.S. Senate will begin consideration of S. 1140, a bill that would require the Environmental Protection Agency to withdraw the Waters of the U.S. (WOTUS) rule. “This vote echoes what National Stone, Sand and Gravel Association (NSSGA) members and 34 states have been saying all along about WOTUS – this rule drastically expands the EPA’s jurisdiction without sound reasoning to do so,” said Pam Whitted, NSSGA senior vice president of government and regulatory affairs. “We are glad to see Congress mirror the concerns raised in litigation,” she added. Recently, the 6th U.S. Circuit Court of Appeals granted a nationwide stay on WOTUS implementation that is expected to last through the year as a result of several lawsuits filed by states and industry groups, including NSSGA.”
