Caroline Paulsen joined the American Association of State Highway Transportation Officials’ policy and government relations department as the program manager for climate change.

She comes to AASHTO from the U.S. Senate, where she worked for a year in the office of Sen. Patty Murray, (D-Wash.), as a legislative fellow on environment and climate-change issues. She holds a bachelor of arts degree in environmental sciences and policy from Duke University as well as a master of science degree in marine sciences from the University of Washington.
