Robert Dugan Named CalCIMA President/CEO


PM073020 Robert DuganThe California Construction and Industrial Materials Association (CalCIMA) named Robert Dugan to be its new president/chief executive officer. He succeeds Gary Hambly, who served as president/CEO from 2007 to July 2020.

“We are excited to bring Robert on board since he brings a combination of issues management, government relations, and communications experience to the position, as well as knowledge of our industry,” said Mike Toland, Spragues’ Ready Mix, and chair of the CalCIMA board of directors. 

“Robert has always exhibited exceptional acumen and skills in addressing government and public relations challenges. Combined with an understanding of members’ working environments, he is an excellent choice to lead CalCIMA in the coming years,” said Hambly.

Most recently, Dugan was vice president of advocacy and public affairs for the Associated General Contractors of California (AGCC). Previously, he was director of government affairs for Granite Construction in Northern California.  

“We are extremely grateful for Robert’s leadership in rebuilding and strengthening the government affairs and labor relations teams at AGCC. While we will miss Robert’s vision, direction, and presence within our team, we appreciate the unique opportunity for him and for a strengthened relationship between our two associations,” said AGCC CEO Peter Tateishi. 

In all, Dugan has more than 35 years of experience working in the state legislature, and lobbying for construction, utility and academic institutions. This has included executing public policy and advocacy programs at the local, state and federal level.

He has also held community and industry leadership positions with Chambers of Commerce, state and national trade associations, the Roseville Planning Commission, Placer County Water Agency, Sacramento State Alumni Association, and the Sierra College Foundation.

Dugan is a graduate of Cal State University Sacramento, where he earned a Bachelor of Science in Business Administration, with a concentration in marketing and a minor in communications. He and his family live in Roseville.

CalCIMA is a trade association for companies that produce materials necessary for construction, manufacturing and agriculture in California. These include aggregate, concrete and asphalt materials to maintain and build California’s roads, bridges, homes, schools, hospitals and waterways; and minerals to improve soils, foods, paint, wallboard and electric car batteries.
